Half a month after the news was released, Vietur Joint Venture “absent” resume and applied for a job with a monthly salary of 400 million in the Longcheng Airport project

According to information from the Dong Nai Province Ministry of Labor, Invalids and Social Affairs, no applications from Vietnamese experts were received 15 days after the job with a monthly salary of 400 million was posted. On December 25, Dong Nai Province’s Ministry of Labor, Invalids and Social Affairs stated that it had received documents on the proposal from the main contractor Turkey (the unit that is building the Long Thanh Airport Passenger Terminal). Vietnamese workers fill positions where foreign experts are expected to be recruited.

31 positions (experts) are expected to recruit foreign workers, including contractor representatives, project directors, construction managers, construction engineers, planning experts, administrative managers, department managers, etc. The minimum salary is VND 75 million/person/month , the maximum salary is 400 million VND/person/month.

Fifteen days later, the Dong Nai Province Ministry of Labor, Invalids and Social Affairs released the recruitment information for the passenger terminal construction contractor of the Long Thanh Airport project and stated that it had not received any applications from Vietnamese family experts.

Talking about the above issues, Dr. Chen Zhong (HN:), chairman of the Transportation Project Investors Association, said that if Turkish contractors are conditional on experience, “it will be difficult to get in.” Vietnamese experts serve as project directors.

Based on practical experience, many Vietnamese contractors have defeated foreign competitors to obtain large-scale projects, but then still need to hire foreign experts to fill important core positions in the project.

For Longcheng Airport, the question is how to consider the “localization” rate of human resources for the project. Mr. Chung believes that the contractor segment, which includes many Vietnamese businesses, will bring opportunities to the Vietnamese people.

In the Vietur joint venture, IC Ictas from Turkey is the leading member. In addition, there are Ricons, Newtecons, SOL E&C, ATAD, Construction Corporation No. 1, HAWEE, Vinaconex (HM:), Phuc Hung Holdings and Hanoi Construction Corporation.

“The joint venture has many such Vietnamese contractors, so I believe they will not let Turkish companies decide everything,” Mr. Chung said.

He cited Newtecons, a joint venture member of Mr. Nguyen Ba Duong, as an example. Mr Duong previously led Conteccons to successfully build Vietnam’s tallest building (Landmark 81) in the city. Hypertrophic cardiomyopathy. The project was praised for bearing the hallmarks of Vietnamese contractors and engineers.

“How could Mr. Bayang build Landmark 81 if experience in building similar projects was also needed that day?” Mr. Tran Chung gave an example.

Perspective view of the first phase of Longcheng Airport Passenger Terminal.

Mr. Pham Quang Hieu, Deputy Director of the Long Thanh Airport Project Management Committee, agreed with Associate Professor Dr. Tran Chung, who shared that qualified and experienced Vietnamese can be found for some positions such as labor management, financial management, etc., such as for projects The position of director will be very difficult.

One of the biggest obstacles facing the Vietnamese is the requirement for contractor experience, project management committee leaders said.

Plan 5.10 – Construction of Long Thanh Airport Passenger Terminal Building with an annual passenger throughput of 25 million passengers and a total capital of VND35 trillion. Persons with project director qualifications must have served as leaders and managers of project bidding packages of the same scale. It won’t be easy as Project 5.10 is Vietnam’s largest construction project to date.

In addition to experience conditions, the project management committee also sets out very detailed requirements for personnel’s expertise, qualifications, working hours and other very detailed ability conditions.

Mr Hieu was not surprised that no Vietnamese applied for the project director position, as the decision to bid for the scheme internationally indicated a lack of domestic expert resources.
