Starting from 2024, Ho Chi Minh City will develop a land auction plan for land in and around Thu Thiem area of ​​Thu Duc City.

Mr. Huang Van Thanh, Deputy Director of the Department of Natural Resources and Environment of Ho Chi Minh City, introduced this situation in the “People’s Questions – City Government Answers” program broadcast live on HTV9 on January 7.

Professor Nguyen Trong Huai, former president of Ho Chi Minh City University of Economics, said at the event that Ho Chi Minh City needs to seriously consider mobilizing resources to promote urban development.

Professor Huai said that the allocation of land resources in Ho Chi Minh City is limited, and only reasonable and effective utilization can meet the needs of the people. “In 2024, is there any way for our city to utilize and reorganize land resources in urban planning, dredge resources, and create impetus for economic development in 2024 and the following years?” – Professor Huai asked.

Responding to Professor Phan Trong Hoai, Deputy Minister of Natural Resources and Environment Huynh Van Thanh said that in recent years, the city has identified that land revenue plays a central role.

The Deputy Director of the Department of Natural Resources and Environment of Ho Chi Minh City commented that in recent years, land revenue has always occupied a core proportion of Ho Chi Minh City’s budget revenue. Organizing land use rights auctions in places like Thu Thiem to obtain available clean land funds is also one of the city’s four main solutions to effectively generate land revenue this year. The remaining three solutions include:

First, strengthen the management and utilization of land resources according to the “Effective Land Use Management and Direction of Ho Chi Minh City” project,

This project includes 6 issues: planning, land use planning; assessment of the effectiveness of land management and use; land finance; public property; land management procedures and the operating mechanism of the Land Fund Development Center. These are implemented starting in 2021 and will continue to be implemented in 2024 and in the coming years.

Secondly, apply Resolution 98 to allow the city to pilot a mechanism to establish a land fund and auction land use rights, by allowing land acquisition near railway lines and transport stations, and to select investors to implement urban, commercial and service development projects along the ring road intersection 3 , The drafting of coordination implementation details has been completed.

The third is to remove the difficulties and obstacles in determining specific land prices. Mr Thanh said the department had completed a project to classify issues at different levels of jurisdiction to address or propose solutions.
