The Government Office has just issued Document No. 81/VPCP-CN, conveying Deputy Prime Minister Tran Hong Ha’s instructions on adjusting the section of National Highway No. 13 that passes through Binh Duong Province in the road network plan.

Specifically, Deputy Prime Minister Tran Hong Ha instructed the Ministry of Transport to chair and cooperate with the Binh Duong Provincial People’s Committee to fully implement procedures in accordance with the provisions of planning and road traffic laws, manage public assets and submit to the competent authorities the classification and classification of the section of National Highway 13 passing through Binh Duong Province. Adjustments shall be reviewed and decided by relevant departments to ensure the rigor and consistency of planning and investment management, highway investment, development and operation.

The Ministry of Transport stated that it is necessary to adjust National Highway No. 13 into a local highway and meets the needs of Binh Duong Province’s socio-economic development.

In the “2021-2030 Road Network Plan” and 2050 Vision approved by the Prime Minister, National Highway No. 13 was identified as the main route in the southern region.

The route starts from National Highway No. 1 in Thu Duc City (Ho Chi Minh City), passes through Binh Duong Province, and ends at Hoa Lu International Port (Binh Phuoc), with a total length of 142.2 kilometers; it is planned as a II-III class road with a planned scale of 4-6 lanes.

The Binh Duong Provincial People’s Committee said that the urbanization density on both sides of National Highway 13 is currently very high. Many industrial parks, residential areas, and commercial centers along the route have been and are being formed.

Currently, National Highway No. 13 serves as the main axis of the city, connecting with My Phuoc-Tan Van Road at the Bau Bang intersection to meet the needs of cargo transportation in Binh Duong Province.

In order to facilitate, actively and uniformly manage, construct, invest and use National Highway No. 13, the Binh Duong Provincial People’s Committee recommended that the Ministry of Transport uniformly adjust the sections and local roads of National Highway No. 13 passing through the province.

The Ministry of Transport stated that it is necessary to adjust National Highway 13 to a local highway to create conditions for various localities to proactively invest in construction, upgrade and expand transportation infrastructure, and develop urban agglomerations along the route to meet the needs of the province’s economic and social development.

Therefore, the Ministry of Transport recommends that the government consider and approve the policy of converting National Highway 13 through Binh Duong Province into a local highway.
