Regarding the Black Thanh Pagoda case, former Thanh Hoa Province Finance Minister Dinh Cam Van paid 10 billion VND to make up for the consequences.

On January 3, Thanh Hoa Provincial Police stated that so far, all defendants have paid a total of VND 55.8 billion to redress the consequences of violations involving the Hac Thanh Tower project.

Among them, Mr. Trinh Van Chien, the former Secretary of the Thanh Hoa Provincial Party Committee and Mr. Nguyen Dinh Xuc, the former Chairman of the People’s Committee of Thanh Hoa Province, paid VND 45 billion, and Ms. Dinh Cam Van, the former Director of the Provincial Department, paid VND 45 billion. The Ministry of Finance paid VND10 billion to resolve the issue.

Previously, the police had prosecuted nine defendants, including: Nguyen Baxiong, former secretary of the Nuchuan District Party Committee and former deputy director of Thanh Hoa City Finance Department; Van Xu Hung, former director of public asset management of the Price Department of Thanh Hoa Ministry of Finance ; Dinh Cam Van, former Minister of Finance of Thanh Hoa Province;

Dinh Xu Huong (born in 1970), Nhu Thanh District Party Committee Secretary, former general manager of the company limited liability company Ma He; Nguyen Manh Son (born 1958), former Chairman of the Company’s Board of Directors limited liability company Horse River;

Nguyen Dinh Xu, former Chairman of Thanh Hoa Provincial People’s Committee; Trinh Van Chien, former Secretary of Thanh Hoa Provincial Party Committee; Cu Dinh Hien, former Deputy Director of the Office of Thanh Hoa Provincial People’s Committee; Bui Van Nam, former People of Thanh Hoa Province Deputy Head of the Economic and Financial Department of the Commission Office.

The defendant was arrested and detained for the crime of “violating the regulations on the management and use of state-owned assets, causing losses and waste.”

According to the preliminary investigation results, in 2009, Mr. Chu Pham Ngoc Hien, then deputy chairman of Thanh Hoa Provincial People’s Committee, signed the decision approving the company’s land allocation price and collection of land use fees at Phan Chu Trinh 3. limited liability company Song Ma (Song Ma Company, located in Ngoc Trao District, Thanh Hoa City) is deploying to build a 15-story mixed-use building under the Hac Thanh Tower project.

At the beginning of 2012, the land for the project implementation had not yet been handed over. The leaders of Thanh Hoa Province have instructed relevant departments and branches to urgently handle the procedures for allocating land to the investor Song Ma Company.

On August 16, 2012, although no decision on land allocation had yet been made, Mr. Trinh Van Kien, then Chairman of the People’s Committee of Thanh Hoa Province, issued a letter agreeing to Song Ma Company’s transfer of land use rights. Land for the construction of a 15-storey mixed-use building belonging to the Hac Thanh Tower project of Huy Hoang Company Limited (secondary investor).

According to Mr. Qian’s instructions, on December 23, 2013, Mr. Nguyen Dinh Xu (then provincial vice chairman) signed and approved the land use fee that Song Ma Company must pay to the state. The police agency determined that the approval of the above-mentioned decision caused a loss of more than 55.8 billion VND to the state budget.
