The Hanoi Municipal Supervision Bureau has just announced its inspection conclusions on many aspects of the urban railway pilot line investment project at Nhan Noi Station.

In 2009, when the project was launched, Hanoi City planned to commercially develop Nhan Noi Railway Station in 2015. At that time, the total investment in the project was 783 million euros (capital loan 653 million euros, matching funds 130 million euros).

By 2014, the total project investment was adjusted to 1.176 billion euros (loan capital 957.99 million euros, supporting capital 218 million euros). In May 2023, the total investment in the project will continue to be adjusted to approximately 1.3 billion euros; the project implementation period is from 2009 to 2027.

Regarding the progress of site clearance for the implementation of the project, the Hanoi City Inspectorate said that Cau Giay, Bac Tu Liem, Ba Dinh, Dong Da, Hoan Kiem and other areas have followed the city’s instructions, but it is still slower than required.

Specifically, between 2012 and 2013, the People’s Committees of Dong Da District, Hoan Kiem District and Ba Dinh District issued land acquisition notices for the implementation of the project, but it was not completed until 2019 to 2022 in these districts. the premises.

According to the inspection conclusion, the above-mentioned areas were not carried out according to the site clearing schedule instructed by the Hanoi People’s Committee to be completed by June 2015.

“The People’s Committees of Ba Dinh, Hoan Kiem, Dong Region and relevant units have the responsibility to sort out the project implementation status in each period,” the Ha Noi City Inspectorate concluded.

In addition, the Hanoi Municipal Inspectorate stated that delays in handing over the site to the contractor resulted in an extension of the project period and increased project implementation costs. The Party Committee of the Hanoi Municipal People’s Committee reported the incident to the municipal committee’s Standing Committee, Standing Committee, and Executive Committee for review and report to the Prime Minister.

The Hanoi Municipal People’s Committee also stated that delays in site clearance and relocation of technical infrastructure have led to slow progress and the need to adjust project implementation time; investors’ project implementation capabilities and coordination among consultants, investors and city departments remain limited; Covid-19 -19 impact.

The Hanoi City Supervision Bureau stated that the above-mentioned issues are the responsibility of the leadership of the Hanoi City Railway Management Committee in each period from 2013 to 2022.

The Municipal Supervision Bureau requested the Hanoi People’s Committee to instruct the Ministry of Interior to study the responsibilities of organizations and individuals responsible for the above-mentioned problems; it also recommended that the Hanoi People’s Committee handle the matter in accordance with regulations.

The Hanoi People’s Committee instructed the City Railway Management Committee to urgently transfer technical infrastructure works and hand over the site to contractors to implement the project.

Commercial development of elevated railway section on April 30, 2024

The Nhan Hanoi urban railway project is 12.5 kilometers long and has 8 elevated stations and 4 underground stations. Among them, the elevated section (Yen-Zhiqiao Station) is 8.5 kilometers long, and the underground section (Zhiqiao-Hanoi Station) is 4 kilometers long.

After many time adjustments, in November 2023, Hanoi City planned to commercially develop the urban railway elevated section (8 kilometers long) of Nhan Noi Station on April 30, 2024.
